I had a similar problem with opening cbt-files. Only cbt files in my home
directory would open, and not cbt files on other drives.
Checking /etc/apparmor.d/abstractions/evince I found the following line under
supported file formats:
/**.[cC][bB][rRzZ7] r,
so I changed that to
/**.[cC][bB][rRt
Tested with a guest account, and the test file was thumbnailed and read
correctly there.
Below is gvfs-info on the file for the user that fails (nearly identical
with the output on a successful system, so I doubt that there is
anything useful there):

I downloaded the 2.30.0 source from gnome, and then did
./configure
make
sudo make install
I run the local build by double-clicking on a cbt file.
Below is output of the requested commands for my virtualbox system,
where evince haven't been changed:

/us

Architecture is i386. Tested installing lucid rc in virtualbox as well,
installed all updates but the problem persisted.

Way to reproduce:
1. Make sure Metacity is the window-manager (ie. disable desktop effects)

3. Reduce the window size to cover only a part of the desktop.
