Explaining away this problem by comparing performance to a high-end
machine does not necessarily move the bug's status to invalid. As both a
documentor and developer I want to know *why* this bug is occurring.
I move that this bug's status be returned to what it was before

which is co-dependent to XML. The same cyclical error that came up in
7.X comes up in 8.04.1 now:
