that's not the first discussions about encoding but there is not good
solution out of using a standard encoding and this one is utf8,
transcoding automatically on copy is not a good idea because a copy
should not change whatever is copied and there is no good automatic way
to determine what encodin

I'm not the network administrator, but I assume that there is:
- a samba fileserver accessible through smb for windows/linux/mac
- a ssh-server mounting the samba-filesystem and making it accessible through
sftp.
