I am also experiencing this on 64 bit 10.04 final, upgrading from 9.10. Lots of perl locale errors on the terminal while upgrading... then, gnome-language-selector unusable (window disappeared half a second after launch), until I changed (I think) export LC_ALL=C, did sudo dpkg-reconfigure

Please don't interpret my last sentence despectively... I was thinking in ubuntu for the masses and what a not-so-cultivated non-English user would think of Ubuntu's reputation if this bug hits him. My experience with Ubuntu 9.10 was great. -- GDM and language-selector should agree on setting

reproduce with Lucid-RC 1. Fresh install Lucid with Japanese as as default language and with no Internet connection during installation. 2. reboot and connect to internet. the language of menu on the top panel is in English which should be in Japanese. Screenshot: locale and other information
