I am also experiencing this on 64 bit 10.04 final, upgrading from 9.10.
Lots of perl locale errors on the terminal while upgrading... then,
gnome-language-selector unusable (window disappeared half a second after
launch), until I changed (I think) export LC_ALL=C, did sudo dpkg-reconfigure
Please don't interpret my last sentence despectively... I was thinking
in ubuntu for the masses and what a not-so-cultivated non-English user
would think of Ubuntu's reputation if this bug hits him. My experience
with Ubuntu 9.10 was great.

I'm experiencing this problem on 10.04 Final AMD64. Clean install.
Changing language in GDM does not affect anything except for Firefox and
the Home folder names.

reproduce with Lucid-RC
1. Fresh install Lucid with Japanese as as default language and with no
Internet connection during installation.
2. reboot and connect to internet. the language of menu on the top panel is in
English which should be in Japanese.

Issue still exists in 2010-04-18 image.
Reproduce steps.
1. Download daily build from cdimage on 2010-04-18
2. Fresh install Lucid with Japanese as as default language and with no
Internet connection during installation.
3. reboot system after installation.
4. The language of menu is in English

Tried Beta 2 on April 9th. It becomes more interesting.
reproduce steps.
1. enable simplified Chinese. reboot. The localization on menu is good.
2. enable Thai. reboot. The menu is mixed in Thai and in Simplified Chinese.
