This bug has been fixed.
For any concerns about the inability to minimize RB when music is not
playing, please see bug 658590.
RB has regained this functionality for Meerkat, though. Marking as
fixed.

Thank you for your bug report, the old behaviour was inconsitent with
pretty much every other desktop software, when you close something it
exit and doesn't go to the notification area or something. The current
behaviour is the one designed in the specification and will not change
for maverick,
