Hello, I suggest you use jhbuild to compile GNOME 3.8 but what is your level of expertise with compiling software? Are you beginner? Why do you need GNOME 3.8? What distribution are you using right now? if you are using Ubuntu, there's a PPA (containing ready to install binaries of deb format)
