After I had submitted the bug I replaced my Ubuntu with Windows 7. But
now, having got a response from you, I've installed Ubuntu again

intel_2.20.0-0~andrik1_amd64.deb from Nick Andrick's PPa is enough to
solve the issue with the fglrx-updates_9.000-0ubuntu3_amd64 from the
official quantal/restricted repository. The driver is working correctly
now, but the discrete GPU has to be used in o
@Raymond: I use 'sudo apt-get remove indicator-appmenu' and restart the
session. The global menu disappears and the menu appears in the
application window, for all the applications (not only LibreOffice).
Handy until the fix is available.

Elementary OS. Gala doesn't work well with those drivers because they
function properly in Ubuntu 12.04.
The unique solution I've found is to use "radeon" open source drivers
but I don't have 3D acceleration, I can't play games

Here is the fix process:

There is more than one issue described here. Please open separate bug
reports for each issue you still see, as in your bug 1071853. I think
most of the other issues are either fixed or known.
