Hmm, I guess the answer to (all?) Intel video hardware is no.
I get perfectly consistent KWin crashes on a machine with a Intel
Corporation Mobile GM965/GL960 Integrated Graphics Controller (rev 0c),
even after add-apt-repository ppa:xorg-edgers; aptitude update;
aptitude full-upgrade; reboot.
OK. I just changed my display language to Chinese and you were right.
It's working correctly.
So...is it possible to change default Chinese font when display language
is not Chinese? In other words, to make it work like 13.10 prior?

The machine I'm seeing the issue on is an HP Elitebook 8440p. I also
have Kubuntu trusty installed on a Dell E6320 that does not exhibit this
issue. Both use the i915 driver, so there's at least some variation in
that.

I tried installing the xorg-edgers ppa; after doing dist-upgrade the
machine won't load the display manager). I can switch to a virtual
console VT but no graphical output after the plymouth splash screen.

My default language is English, i.e. my windows, menus, etc. are
displayed in English. But when I display, for example, a text file
written in Chinese, or when I enter Chinese characters in a Google
search, or go to a Chinese web site, the Chinese words are displayed in
UKai. This is true
I compiled the new Pitivi from Debian in a PPA for easier trying out:
sudo apt-add-repository ppa:timo-jyrinki/pitivi
sudo apt-get update
sudo apt-get install pitivi

Works for me in my smoke test, although tends to be picky about formats

The position of the Apply button already implies that it applies to
every setting in the panel, including UI scale. If it didn't apply to UI
scale, we would have to move the button and the scale controls so
