problem still occurs inside System Settings, it is not a problem with
the first-run setup. And if restarting the phone fixed the problem, it
is probably a problem with Network Manager.

Looks like is in preinst script.
It backups /etc/ati folder with user settings and then tries to delete the
original dir with rm -f /etc/ati 2/dev/null but this fail because it is a
dir. The solution is to add recursive flag, after repacking with modified
preinst dpkg succesfully installed the
