I've replaced CPU from i5-8600K to i5-9600K and found that compiz
consuming circa 200% CPU all the time. I've searched X.org log and from
what I see there are no hardware acceleration in my system:

albertomilone, looks good to me.
I tried switching from nvidia to intel and back rebooting on each
attempt and haven't managed to reproduce the issue. Looks like
reordering udev rules and/or adding another device class in your change
helped (thanks a lot!).

if you look at bug 1736664 then you will find that's not conclusive.
