out that ~/.hplip/.gnupg directory has permissions 755 instead of 700.
Perms 700 prevent accessing the dir by other users, because the dir can
contain private keys.

This bug report obviously refers to changing a setting in the version of
GNOME in use at the time this bug report was raised.
In a much more up-to-date version of gnome-control-center I see a switch
that has to be moved in 'Settings | Accessibility | Pointing and
Clicking' in order to enable 'Mous
