As for now, File Roller 3.2.1 puts its temp files not in folders like
'~/.fr-a1b2c3', but in '~/.cache/.fr-a1b2c3', so I've reported that as
bug #883628.

alexey-baskinov, "gnome-pannel --replace &" is the official way of reloading
the panel when it disappears, loses applets etc.
It's not as violent as killing that process, but still is an overkill when all
is needed is to redraw the panel itself.
Thus, VT switching seems to be the best workaround
skliarie, I've reported that issue with 11.10 as bug #883698.

alexey-baskinov, isn't "killall gnome-panel" too violent as for temporary help?
:)
Doesn't virtual terminal switching (e. g., Ctrl+Alt+F1 and then Ctrl+Alt+F7)
help for you?

I've noticed this bug when using Ubuntu 11.04 (amd64) with classic GNOME
desktop on two machines.
One machine has nVidia GTS graphics card (with proprietary drivers installed,
still running 11.04), the other has Intel GMA graphics chip (but now it's
upgraded to 11.10).

I use GNOME 3 fallback "classic" mode.
I've added the Workspace Switcher applet to the bottom panel and set the number
of desktops in it to 4.
The set number of workspaces in it resets to 1 after logging into GNOME 3 Shell
and switching back to fallback
