Ctrl+mouse wheel now works with gedit-plugins 3.5.1-0ubuntu1.
Ctrl++ (or Ctrl+Shift+=) works here on my en-US keyboard, but Ctrl+= does not.

I am also encountering this exact issue as described above. Could this
be occurring maybe due to another plugin capturing the key stroke or
something?
