Title:
Unable to set
I had the same problem.
It seems that when I choose a color in the control panel it writes something
like:
rgb(78,154,6) in the primary color field of the scheme
org.gnome.desktop.background
Changing this by any hexdecimal number fix the problem.
It is worth to be mentionned that I installed
Status changed to 'Confirmed' because the bug affects multiple users.

I have the same issue on my systems. Both are 64-bit running 13.04.
