I have installed the package from -proposed. It successfully got rid of
the notification for new users, and the guest account, and my keyboard
layout seemed to still work, and I was able to switch between two
layouts.

Accepted ibus into saucy-proposed. The package will build now and be
available at http://launchpad.net/ubuntu/+source/ibus/1.5.3-6ubuntu2.1
in a few hours, and then in the -proposed repository.
