I kind of figured this out. In addition to Tracker, you need Gnome Documents and gnome-shell-extensions installed. Launch Gnome Documents, and it will index your files. You don't need Nautilus to search documents by content: for that, install gnome-documents. However, there is a bug: if you search documents from Gnome Shell, Gnome Documents will eventually crash and need to be restarted.
