AFAIK You should also add it to the runtime class path (sry, don't know,
how to do in Eclipse), not just to the build path.
During my tests css.lib.loader.Loader did not add officebean.jar even if
I placed it next to the other jars.
One way I used to ensure that my app (the classloader)
eploy officebean.jar
with itself.

as I got response for a related message
(com.sun.star.scanner.ScannerManager question) from Mathias Bauer
suggesting that the there-described behavior is an OOo bug (maybe
