What is referenced in the pom
I do not see any showstoppers for an alpha. The reports include work to do
as expected for an alpha. Importantly the RAT report is clean. The POM
refers to a lot of old versions for jars. I would update those (Xerces
2.6.2? Wow!)

Note that the CI build failed:

-1 for the missing files from the source archives and the French mix up in
the FB report.
The language in the FindBugs reports can be configured in the plugin config
IIRC. I've seen that done recently but can't recall which project.
Can we do that from commons-parent?
