Well, I got that wrong -- apparently Hive's branch-2.2 is now the same as
Owen's. That simplifies things considerably.
So any TODOC2.2 label in Hive's branch-2.2 can be changed to TODOC2.2.0,
and then all remaining TODOC2.2 labels can be changed to TODOC2.3.
