great to see some interest again the the Sinhala language.
As Charles said there is already a project in place for this language
but not sure how active the group is.
The first step we recommend is to get in contact with the
native-language lead posting in the mailing lists,

I am maintaining the http://open-tran.eu service providing translations
of several open source projects (including Mozilla, KDE, GNOME and few
more) in single place.
Few weeks ago I managed to import OpenOffice.org translations into my
database and wanted to thank you all for your hard work.
