I don't think it will be possible in second most country though INDIA.
Several large Indian IT companies are supporting MS owing to which it is
expected to very tough to bring out such a legislation in India :(

I added a last proposal whit the dates 2000-2010 next to the URL
(see the wiki [1]). I chose the blue one because white is an
uncomplicated color and there isn't much time to loose.
I talked to the provider today and even if we have a decision by

Finally, after years, ODF is now being proposed to become Indonesian
National Format, which should be socialized starting in 2011.
I believe, at that time, OpenOffice.org will be more and more widely
used in Indonesia :)
