So for now I think we should disable (=comment out) the
RequirePrerequisite Rule until the packaging type can be controlled

I tried to change version of all modules in a multi-module project using
versions:set command and got empty stack trace exception. On
troubleshooting the issue, I found that it throws this error when property
name contains ":".
Is this expected behavior?
