James, thank you for your message. This looks promising indeed. We have some specific rules to handle dialectal differences (in fact sometimes it just amounts to changing locales). Pootle is also preferred to Launchpad. We have other build tracking tools as well, like QATrack for instance.

We are building up a team of volunteers here. On launchpad there are 70 active translators for Albanian, 10 of whom I have recruited in the past months. I am giving a course in linux and teaching people about floss. It is not that we have huge numbers of active people, but we are building a commun
