Since the ASF now owns the netbeans.org domain, that means that we can
now publish artifacts to Maven Central using the netbeans.org domain.
So there's no need to host a NetBeans Nexus Repository ourselves under
http://bits.netbeans.org/nexus
Not sure you're going to get a response, best would be to put a small
module on GitHub that reproduces your scenario, add a README that points
out what you'd like to have done or added, and then someone will have a
starting point to take a look.
