The system account definitely needs to be there, and in seed data. The
admin account we be a good thing to have in demo data, but my
objection is to always having admin there, ie in seed data.

Hmmm I added a comment to one of those export, text editor, import
sections because I spent to long trying to find what the problem was
with an update. But I only added that comment in the hope of reducing
others pain for a change that had already been made rather than going
against the guidance.
I can understand the concerns about security but... since the
passwords are loaded only by the seed-initial target (aka ant run-
install-extseed) I'd say that, if you run that task, it should be
pretty clear what you are doing.
A framework upgrade (aka svn up framework and ant run-install-
+1 to have the admin with the ofbiz default password in the framework (I
suggest to put in the seed).
What other systems I have seen do is to always show a warning message until
the admin password has been changed from the default.
