I'd still like to make the distinction between "anyone who has an ICLA
on file" and "someone who is interested enough in OpenJPA to ask for a
change in JIRA status".
Until it becomes a burden on infrastructure (us) to recognize
contributors, I don't see a need to change the process.

jar in our spec repository. They are ready for their first early
access milestone release.

account, but might not have an ICLA on file. The "all-developers" group
contains everyone that is currently in a project developer group
(current committers) So adding the all-developers group would allow

Seems like a good idea. There's no legal privilege for contributors,
just the willingness to (self-) assign items and formally recognize
patch submitters. As long as there's an ICLA on file.
