I've been using HashBL for eons so if Gio wants to consider whether his BTC
RBL can handle the load, I'm +1 for enabling it by default.

I think you can safely postpone the TODO as those two functions are there but
there is no dataset to query (SBL is not 100% correct for this use case, we may
publish a dedicated zone in the future)
