Both metering and monitoring service car files are not there inside
metering-dashboard and monitoring-dashboard folders. Could you please

We are in the process of deprecating the Stratos load balancer, please use
the nginx load balancer extension [1]. Have a look at [2] for more details.
If you are on EC2 you can also use the AWS load balancer extension [3]
(build from master branch).
