Ok, I think I've got it right (finally ;)
The nightly process is kicked off at 4AM EST. There are 2 parts to the
build.
1st is the Maven build against the latest from current/ (head), 2nd is to
build the latest from the 1.2.x branch ( STRUTS_1_2_BRANCH) and includes the

If I'm just going to copy over the English text, wouldn't it be better
to leave the _ja file alone, since the english text in the default
resource would get picked up anyway?

Actually, what I'm wondering about is the interpretation. Having a
_ja file present, to me, says we have JA counterparts for these
messages. If the actual entry is the same, isn't it better to have
that come from the default bundle?
