monitor refresh rate, or changing the refresh rate does not work in any desktop
environment, maybe

I know that "Fedora" cannot do it. I didn't made any request.
The point is that this proposal can be canceled/reverted if the nvidia-settings
GUI does not work on Wayland on time, or depending on what others think about
the use of nvidia-settings.
