After messing a bit on my own machine, I got a more informative message:

It seems to me this table only serves to hide the name from the

We increasingly have GIS boundaries for administrative divisions, as
well as GPS coordinates for each health facility.
Since the administrative divisions in some places are often shifting,
but health facilities are mostly fixed in space (though they can of

We must provide minimal feedback to users as to what is wrong with their
GML files. Currently, it just says "process failed", and even the log
messages are cryptic and uninformative. There are several issues that
could go wrong:
1) The name field is not ogr:Name

Furthermore, the Save button under Organisation unit level management
seems to be broken, nothing happens when it is clicked.

The new GIS solution where GeoJSON gets generated from coordinates
stored in the orgunit table works fine for indicators. However, for data
elements, it seems only to work for the highest level (country), not for
the levels below.
