element in all available dataset, but i think you are missing one very
useful reporting functionality available in DHIS2, ie. Dataset Completeness
Report, that gives us an idea about reporting of specific dataset to

Hit a strange issue with orgunit metadata export, logs report that the
export is done but the download never gets completed - just goes on for
hours. I do not know if this is related to OU size (more than 30,000 units).
Any experience or suggestion on this?

Is there a way of treating the assignment of a dataset to an org unit as an
indicator?
Thinking of datasets assignments as indications that some class of services
is given in a specific org-unit, It would be useful to visualize them so as
to better understand the availability of those services.
