I think I have on a couple of occasion imported legacy data with a different
period type than what is currently collected without any problems with the
analytics.

I'm not able to reproduce this in 2.24, so please upgrade to the latest
DHIS 2 version if you can.
I'll fix this for 2.23 next week. We will also replace the nonworking
MapQuest map with another provider.

I think it will work quite well to just use the same data element in
different datasets with different periodicity. The only thing to look out
for is to avoid double counting, e.g. watch out for misleading Totals in
Analytics.

I've tried updating favorite maps to OSM then going to Reports -> Analytics
-> Start to Rerun the Analytics. Still displaying OpenStreetMaps /
MapQuests nonworking maps on dashboard.

Postgres comes with a command line tool called psql, and with a GUI app
called PgAdmin III. I always use PgAdmin when I work locally, but usually
just go through the command line on the server (though it is of course
limited).

What Seth describes is pretty much what dhis2-tools does. It just
partially automates some of the setup and takes care of some fiddly
things like serving static files through cache, rotating backups etc.
