I'm the author of this program. When you have set up a Com port on Multipsk, the Com port is opened (by extracting which is called a "handle") which causes a micro-second in TX.

I recently tried the latest version of MuiltPSK 3.9, primary to use on
the Olivia digital mode. Noticed that when I start the MuiltPSK
software that the Microham router keys the PPT port for a
micro-second. Unfortunately it's enough time to transmit a tone.
