I think we might better view this as "and" rather than "or". If Amateur Radio were merely viewed as a self-centered pleasure hobby then we'd lose most of our spectrum. The FCC already provides HF spectrum on 27 Meters, VHF spectrum for MURS, and UHF spectrum for FRS for those who desire pure hobby
