I think we might better view this as "and" rather

pleasure hobby then we'd lose most of our spectrum.
The FCC already provides HF spectrum on 27 Meters,
VHF spectrum for MURS, and UHF spectrum for FRS for
those who desire pure hobby
Bonnie, see Dave's eloquent reply. It states exactly why we have ham radio,
and emergency communications is only 1/4 of it.
It may simply not be a hobby to you, but to many thousands, it is. Talk is
cheap, action speaks.

communications.
