I have not heard this exact term before, but it sounds like a "click
through" or interactive prototype. Basically, they're asking for
an HTML/graphical mockup in which they can click on links to bring up
a subsequent page. Full functionality and real data is not expected.

We recently went through a similar redesign. Through extensive card
sorting and usability testing of new and experienced users, we found
that keeping the old (albeit non-ideal) terminology was often the best
compromise. Experienced users just got too lost if we renamed functions
and topics that the
iStockphoto is a good source.

A "click dummy" is basically an interactive prototype that allows people to
click through your design as though they were actually using it, but without
any actual functionality.

Most of us know how to enter time without typos; the only tricky part is
dealing with times between 0:00 and 12:59 that are unmarked with am/pm.
So it seems like the simplest approach would be a text-entry box with
decent validation and a hint (e.g., "You can enter time like 2:30pm or
14:30").

Interestingly, there seems to be an interesting mental model around
paging in search. The 2nd page is the only one where users prefer the
numeric pager. After page 2, the Next button dominates paging
triggers. My hypothesis is that this is the difference between "Ok,
I'll try one more page" and "I
