Ok to answer my own question: mapserver and mapnik both will work if you are willing to spend acres of time learning and fiddling with thier respective rulesets. I tried the quantamnik plugin and the resemblence between the qgis view and the mapnik view was horific. Not really much more use

If I understand your question correctly, then teh concept you are describing is commonly known as seeding the cache. Probably any other tile caching software out there has a seeding utility. The script that comes with http://tilecache.org/ runs fine, the one in
