Did a cold reboot. After several minutes Waiting for network connection screen changed to blank screen but still cannot connect from browser using another network PC. Does the blank screen on Daphile PC indicate that it is now on the network? If so what else can I try to connect to it.

If the new change scan rescanned every file in the library, then it shouldn't rescan those files again, because the new timestamps would be recorded in the library database. One the other hand, if there's some bug is causing only 1/2 of the files to be scanned each time, then it would keep doing
