The Go-OOo varients of OpenOffice.org can open MS Works files.
For Windows, that means OxygenOffice.

I have a suggestion for OpenOffice. Writer ought to be able to open .wps
files, which are documents made by Microsoft Works (which is basically a
cheaper version of MS Word that comes preinstalled on a lot of PCs these
