A second RC was just released [2]; it includes translations contributed until
yesterday (roughly 2012-03-14 08:50:00 UTC).
If everything goes according to plan, the final 1.4 release will happen on
March 21st. We'll probably pull the translations from Transifex on March 20th.

At the moment, there's no well-defined process to review pull requests on
Django. This could explain why your pull request was ignored.
I recommend opening a ticket on Trac [1] to ensure your request stays on the
radar.

The screenshot talks about the “django-docs” project. You should join the
“django” project instead.
The docs are only translated into a handful of languages as it’s a significant
endeavour (equivalent to a 1000 - 1500 pages book) that requires a large
translation team.
