The problems with the document have not been corrected.
1) Wrong goal: the design equates the transition state with the final
state, preventing us from addressing the whole problem.
2) Wrong tag design: 3 tags are used to describe 5 states, because
omitted tags are a goal to be achieved
Since we seem close to agreement on the tree walk text, and and it
uses the psd tag, can we ask IANA to add psd=u/n/y to the registry, please?
