Just dropping my two cents on how it could be achieved in the help xml
files and leaves room for localizers to create related videos, as well
as it being excluded from localized help not wanted.
Video tutorials links would be added to the "relatedtopics"
found at the bottom of help

Creation of a video for a help is good idea. But, in my opinion, before as we
will accept a decision about including video or links to a video in the Help,
we must solve a few issue.
