no. How else is postfix going to deliver to _local_ users?
When uncommented I can see in logs that although deliver is using - local
is used somewhere.

There isn't enough info for me to say what is going on, but it is a
postfix problem. I am using 100% postfix virtual users, and it checks
the virtual tables before passing it to virtual_transport (dovecot lda
in my case).
The issue is probably the restrictions lines, like
smtp_recipient_r
