The S-meter is tied to the AGC, so no AGC means no S-meter.  The S-meter sensitivity can be adjusted on the R-4. I don't know about the 2B. You probably can adjust either of them to get similar readings (I doubt a match through all readings).  S-meters are notoriously inaccurate. 73, Bob WW3QB A

Just a FYI to the list: After searching for the control cable cinch plug for my TR7, I finally located one at Electronic Plus. Tried the normal outlets such as Mouser, Digi-key, Allied, Newark and others. No stock on this obsolete plug. However, I did find it at Electronic Plus online. This
