You mentioned, tonight about every 10-15 minutes. Does this only occur at
night? If so and you have any street lamps containing HPS (High Pressure
Lamps) cycling that could be a possibility to check out.

I had a similar problem many years ago. It turned out to be the wrong crystal
in the FS-4. The fellow I purchased it from was using it to control a SPR-4
receiver and I was using it to try and control R-4C frequencies. Changing to
the proper interface crystal solved the problem.
