Wow! If that isn't magic, I don't know what is! I replaced Á with A, ran
clean-cache, and voila, I can now see sets!

I think the problem is the char itself and does not depend on its position;
Try to use "A" instead of "Á".
I think it is not necessary to reindex but you can simply run a clean cache of
the oai with:
[dspace.dir]/bin/dspace oai clean-cache

it seems that the data are correctly retrieved but I can see something
strange with the first letter of title of the community "10587/1123"
maybe you can try to fix/edit
