the documentation resides in the standard DSpace documentation and is
shipped with the patch itself. Once you got applied the patch you got
[dspace-source]/docs/configure.html#multilingualui
Basically there are two new dspace.cfg elements:

In which format should Dspace's default.license file be? Is it html, xml
on plain text? Im having problems with character encoding when
displaying the license file and am wondering how can I have the system
display/parse the file correctly?

since DSpace 1.4.1 the default license is editable via
[URL-YourDSpaceInstallation]/dspace-admin/license-edit
It is plain text in UTF-8.
