Just a quick FYI for those interested (and listening in on this thread): I've implemented Graham's Configurable Submission suggestions in preparation for 1.5 beta (and 1.5 final release). So, if you look at the current 1.5.x branch in DSpace SVN, there is now a single 'item-submission.xml'
