Jesús, At University of Illinois, we are in the process of updating that "delegate admins" patch to DSpace 1.5.1 XMLUI. As soon as we have something stable, I'll definitely be making it available to everyone. I'm also hoping that I'll have a chance to make sure it works fully with the 1.5.1
