As Bram mentioned, this is a known issue. The recommended solution is
to use Maven 2.2.x or ABOVE (you don't have to used 2.2.0 specifically).

Good morning all.
We are attempting to upgrade from 1.6.2. to 1.7 from source. The mvn and ant
commands seems to go well but the webapps directory does not contain the xmlui
subdirectory. Is this an undocumented change or am I missing something? Thanks.
